## What shipped

- **E04's "In 9 of the 11".** ruv-sgit printed the frame's own count. The data describes each guardrail in prose and counts nothing, so the figure cannot be rerun. Mask advised (`researcher__006`); C090's note says so.
- **A4, second pass** (`claims/articles-catalogue.*`):
  - one proposed chapter for each of the 42 catalogued articles, with a reason;
  - six local-news articles for no chapter;
  - QR codes for the most-linked articles;
  - the graph: 244 links between the articles from their own text, plus article to chapter.
  - Letter to the conductor (`researcher__013`).

## What I inferred

The placement rests on titles, the wire's summaries and the links, not a full reading of each article. The letter says so. The link counts are the strongest evidence in it: the five most linked-to articles are the mandate, the team, the graphs, the inbox and the blast radius. That is this book's spine, seen from the editor's own writing.
