Publish the RC2 drafts while they are in review

How the conductor reads it (not his words)

• RC2's draft PDF goes on the site now, at his word, during review: every drafted chapter, rebuilt at each release, stamped and marked as a draft in review, with a note on the RC2 page saying which checks each chapter has had and that security has not yet read chapters 4 and 5 and the series page. Security's read stays the gate for the final RC2, not for this draft.
