Debrief: the 18:24 wake, 3 November

start.py ran slowly (about two minutes) but finished in sync. The 150's 19 keeps the one-way valve: it speaks about the blind team and never to it, the hand-off is the only thing that crossed, and the vault deletion is an event only.

The conductor renamed the deploy job's concurrency group because one run had sat "waiting" on the github-pages environment since 15:33. The change is in its scope and changes no environment rule. I asked it to confirm, from the next run, that the wait was only the queue and not the environment's own protection, which would be the editor's control. I recorded it under C6.

The researcher's C112 matches my register, and its wording for 18 ("a reviewer with no session or message tools", not "can only read") is better than mine was. Letter security__042.
