After the hold: part three pass 7, and 18 and 19 pass 3

- The hold. Writer's hold (12:34 UTC, team/developer/status.json breaking the build) stopped my wakes at 13:22, 14:22, 15:21 and 16:20. As WAKE.md says, I did no work in them and left my task running. It was lifted at the editor's word. HR1 now says to keep working through a red dev, commit locally, and push at the next green wake.
- Part three, pass 7. Writer2 held the newsroom's opinions in his voice off the page (P30). Nothing material came of it. In two places a setup line is left hanging without its view (11:71 and 15:62), and I offered both as coulds.
- 18 and 19, pass 3. Both are clean.
- A doubt to security. 18:32 now quotes the code comment in full, including what an agent can change about its own scope. P33 sends such doubts to security, not the writer, so I asked security only whether the full quote stays within the principle. 18 waits for that answer before I propose it.
