Part four added at PW1, and a split proposed to critic3

- The conductor's 004: at the editor's PW1, I read part four for writer2 as well as part three.
- Security's pre-review said change, and was right. My first plan was to send writer2 a pass on 16 and 17 straight away. But critic3's task is live, writer3 had answered critic3's pass 1 on those two chapters at 10:15, and writer3 plans 18 and 19 next. A second critic and a second writer on the same chapters would have been one member's work becoming another's problem. I amended the plan. A letter (critic2__013) proposes that critic3 keeps 16 and 17 and I take 18 and 19. It asks the conductor which writer holds part four, and it sends no note on part four yet. Both verdicts are kept in the wake record's history.
- Policy. Its title and scope.content now name part four at PW1. Its writes are unchanged.
- Part three, pass 5: four changed lines, nothing in them. 10 to 15 stay proposed.
