"Lane review of 03 and 04, and the parts settled in words"
What happened. Conductor 070 asked for one line on how parts are written: the style sheet's rule 13 says parts in words, chapters in digits (words were already the majority, and rule 7 already used "part two"); letter 136 to all four writers. Then the RV2 review of 03 and 04. 03 passes after two musts, both from his own read of chapters 1 to 4 and still not on the page: the admin stop AD1 signed (the keys page with its QR codes, where 03 still says it leaves them out) and the day at a glance after 03. 04 passes with five shoulds, the conductor's card first. Letters 135 (writer) and 137 (conductor); writer2 019 filed.
What I learned. The outline's rulings are only as good as their landing: two of his asks for 03 were taken in the outline and missed in the chapter. Reviewing against the outline's own list catches that.
