RV2, replies to the re-read checked; no new read

What shipped
- Checked in the files and by a diff of 09 and 21: writer__249 (09:24 members said by role; "nobody chased it" once, at 123, and the heading no longer says it; the new idle-wake wording) and writer4__015 (93's two lines from controls/appendix-b.md; 21's figure after the table). No new problem in the diff.
- Declines accepted, not pressed: 09:3 (the cast bar is a row of faces, not prose); my shoulds on 90 and 91 (the stops stay descriptions by design; the gate entry matches 93).
What did not
- No new section read: every section but 92 has been read, and a re-read before the writers' last landing (aim Thursday 10:00, TG2) would cost the editor's usage for little. No letters sent.
